Vietnam Airlines 787 returns to Munich after reported tail strike

The sequence reconstructed from early reports

The published times do not match exactly. AIRLIVE listed departure at 1:45 p.m. Central European Summer Time, while One Mile at a Time said the takeoff roll began at 1:57 p.m. Central European Summer Time. Both accounts said the aircraft used nearly all of the roughly 4,000-meter runway before becoming airborne amid dust near its end.

After takeoff, the crew stopped the climb at about 3,000 meters following a tire-pressure indication and kept the aircraft near Munich for roughly 90 minutes. Reports described that period as an effort to reduce landing weight and assess the aircraft. Some said fuel was dumped, while others said it may have been burned, so the method is not established.

The 787 made two low passes over runway 26R before landing there, after which emergency vehicles approached and multiple tires were reported damaged. The available accounts do not establish when each tire was damaged. They also do not establish whether the landing itself crossed the runway boundary.

Tail strikes and runway excursions describe different events

A tail strike is contact between the rear of an aircraft and the runway during takeoff or landing. In a separate Boeing 767 case, the Australian Transport Safety Bureau said early, rapid or excessive rotation could bring the aft fuselage into contact with the runway, and maintenance personnel inspected the aircraft before it continued in service. Visible contact alone does not establish the damage or cause in another aircraft.

EUROCONTROL defines a runway excursion as an aircraft veering off or overrunning the runway surface during takeoff or landing. A tail strike and an excursion can occur together, but the terms describe different events and neither assigns a cause.

Boeing data cited by the Australian bureau identified excessive rotation rate and early rotation as common factors in takeoff tail strikes. That finding concerns a different aircraft and event; it is not evidence that either condition existed on VN34. Why the cause and repair timeline remain open

As of August 16, APPI News could not locate a public incident statement from Vietnam Airlines or Munich Airport, or a case entry from the German Federal Bureau of Aircraft Accident Investigation. The number of people aboard, the crew's formal emergency status, the investigator roster and the recorded evidence therefore remain unconfirmed.

Aircraft data, cockpit recordings, operational documents and physical inspections could resolve the conflicting early details. Until those records are available, the video-supported sequence shows what happened but does not establish responsibility. It also cannot show whether a mechanical fault, performance calculation, aircraft configuration or another factor led to the late rotation.

The visible damage likewise does not provide a reliable repair timetable. APPI News found no airline or investigator source that specified the repair scope or a date for VN-A867 to return to service. Any estimate that the aircraft will be grounded for a set number of months is therefore premature.

Shallow Indonesia quake kills 51 as rescuers search Flores

Rescue teams recovered four more bodies on August 16 after a magnitude 7.7 earthquake struck Indonesia's Flores region a day earlier, bringing the confirmed death toll to at least 51. Crews continued searching debris and landslides across six regencies while thousands of displaced residents remained in temporary shelters.

The US Geological Survey reported that the earthquake struck at 21:58 UTC on August 14, or 5:58 a.m. on August 15 in Flores, at a depth of 10 kilometers. The agency placed the epicenter 68 kilometers north-northwest of Ende in Indonesia's East Nusa Tenggara province.

Searches continued as the toll rose

Indonesia's National Search and Rescue Agency, the government body that coordinates search operations, reported 101 injured people, more than 900 homes destroyed and another 450 damaged. About 5,000 people had moved into temporary shelters by August 16, up from the roughly 2,000 reported in the first assessment.

Rescuers concentrated on Manggarai, East Manggarai and Nagekeo, three hard-hit regencies that had been difficult to reach. Landslides blocked parts of the 700-kilometer Trans-Flores Highway, while power and communications outages slowed searches and aid deliveries. Officials said most landslides had been cleared by August 16, but some disruptions remained.

A shallow source can increase surface shaking

US Geological Survey guidance says shaking at the surface weakens as distance from the earthquake source increases. With other conditions held constant, a rupture 10 kilometers below the surface can produce stronger motion directly above it than the same rupture hundreds of kilometers deep.

Depth is an estimate derived from seismic data, not a direct measurement. The US Geological Survey says earthquake depth is generally harder to determine than the epicenter and that 10 kilometers may be used as a fixed depth when available data cannot support a reliable calculation. APPI News could not retrieve the event-specific USGS record through the agency's text interface, so this report attributes the 10-kilometer figure to the agency through the Associated Press.

Shallow depth does not determine a death toll by itself. US Geological Survey material says ground motion varies with magnitude, distance, frequency, duration and the underlying soil and rock, while buildings are damaged when they cannot withstand the vibration. The available reports did not provide a location-by-location assessment of construction quality or ground conditions on Flores.

The distinction also limits comparisons between earthquakes. APPI News' report on Colombia's intermediate-depth earthquake found that building exposure and local conditions still produced heavy losses, even though the source was much deeper than the Flores event.

The warning ended after small tsunamis were observed

Indonesia's Meteorology, Climatology and Geophysics Agency (BMKG), the national service responsible for earthquake monitoring and tsunami warnings, issued an alert for parts of four provinces and directed coastal residents to higher ground. Authorities later lifted the warning after monitoring found no sea-level changes that still posed a broad coastal threat, but small tsunamis had reached several locations.

BMKG monitoring cited by the Associated Press recorded a 1.61-meter tsunami at Riung, a 0.94-meter wave at Maurole and waves above 0.5 meters at Bulukumba and Sape. The same report put the aftershock count at least 235 and the largest aftershock at magnitude 6.2.

The lifted warning described the agency's assessment at that point, not an end to aftershocks or every local hazard. Conditions can differ among coastal communities, roads and transport links as assessments continue.

Travel checks depend on the complete route

Why Yasukuni remains a diplomatic fault line

Emperor Meiji ordered the shrine's construction in 1869 to honor people who died defending the imperial cause. It is not a cemetery: those listed there are enshrined as kami, or sacred spirits in the Shinto tradition.

A Yasukuni head priest secretly enshrined 14 Class-A war criminals in 1978. The Class-A designation covered leaders accused of crimes against peace for planning and waging war; the group includes wartime Prime Minister Hideki Tojo. Mangione guilty plea opens fight over New York murder case

Luigi Mangione pleaded guilty on August 14 to two US federal stalking charges and admitted killing UnitedHealthcare CEO Brian Thompson in Manhattan on December 4, 2024. The plea ended his federal trial before it began, and US District Judge Margaret M. Garnett set sentencing for December 18. His separate New York murder case remains scheduled for September 8, but his lawyers have asked the state judge to dismiss the charges on double-jeopardy grounds.

The Associated Press reported that Mangione entered the plea without an agreement, that federal prosecutors plan to seek life imprisonment and that the government’s current sentencing-guidelines calculation is 24 to 30 years. The same report said the defense filed its new state-court motion within minutes of the plea and that the Manhattan district attorney’s office intends to oppose it.

The plea carries no sentencing agreement

Mangione pleaded guilty to interstate stalking resulting in death and stalking through the use of interstate facilities resulting in death. Each count carries a maximum sentence of life imprisonment. During the plea hearing, he acknowledged that he targeted Thompson, traveled to New York and shot him as the executive headed to his company’s investor conference.

The 24-to-30-year calculation is not a promised sentence. Mangione’s lawyers may submit a different calculation, and both sides may argue for a sentence above or below the resulting range. Garnett told him that she alone would determine the applicable range and the sentence.

The federal death penalty was already off the table

Mastercard system update triggers payment declines across Australia

Mastercard said a scheduled system update caused transaction declines on August 15, 2026, and that service returned later that day. The Australian Broadcasting Corporation (ABC) received reports from shoppers in several Australian states involving card payments, Apple Pay, cash withdrawals and Mastercard travel cards. Downdetector displayed more than 1,700 user reports before the count fell to 173 two hours later.

The incident was not limited to tap-to-pay, despite many checkout complaints involving contactless cards or phones. ABC's reporting showed failures across several transaction channels, but neither the user reports nor the company statement established which part of the payment chain failed.

Public data does not establish a worldwide outage

Why inserting a debit card may use another route in Australia

Impact totals and geographic scope remain unknown

Adeleke wins Nigeria's Osun vote after reported polling-site violence

Nigeria's Independent National Electoral Commission (INEC) declared Ademola Adeleke re-elected governor of Osun State on August 16, 2026, a day after voting. Adeleke led in 19 of the state's 30 local government areas, while Oyebamiji led in 11; African Democratic Congress candidate Najeem Salaam finished third with 14,989 votes. Violence was reported at an Ejigbo polling unit

A Vanguard election-day dispatch reported that a disturbance began at Polling Unit 003 in Ward 004 at the Iroyin Ayo Open Space shortly after Salaam voted. Election workers, observers and journalists left the site, and security personnel escorted Salaam away.

The report said voting paused and later resumed after Nigeria's Department of State Services, the country's domestic intelligence agency, and the Nigeria Security and Civil Defence Corps, a federal paramilitary service, arrived. It did not identify the cause or report an official casualty count. APPI News could not find a public statement from INEC or the Nigeria Police Force confirming the incident.

Accreditation complaints were not quantified statewide

A Daily Post Nigeria live report described Bimodal Voter Accreditation System (BVAS) malfunctions at several polling units, allegations of vote buying and intimidation, and voters in Osogbo who said their names were missing from the register. These were reports from individual locations; INEC had not published a statewide count of equipment failures or complaints in the material APPI News reviewed.

Before the election, INEC said it would deploy 3,763 BVAS devices for voter accreditation and authentication, plus 664 backup units, and use the devices to upload polling-unit results to its public result-viewing portal. A failure at one site does not establish how many voters were affected or whether voting later resumed there.

A Leadership report quoted Nigeria Police Force Commissioner Erale Samuel Etaifo as saying police had detained about 100 people from neighboring Ondo and Ekiti states during the previous month on suspicion of planning disruption. The report said no one had been arrested over the Ejigbo disturbance at that point; APPI News could not find a public police release listing the detainees, charges or case numbers.

More than 2.3 million people were registered

INEC said 2,339,233 voters were registered across 3,763 polling units in Osun's 30 local government areas. Registered-voter totals show the scale of the operation, but they are not turnout figures and do not indicate how many people encountered accreditation problems.

The reported complaints followed months of concern about election security. A civil-society Election Observation Hub classified 13 of Osun's 30 local government areas as high-risk in July, citing politically motivated killings, attacks and heightened tension.

The Nigeria Police Force said in early July that it was investigating 30 suspected politically motivated killings linked to the election buildup and that several suspects had been arrested. Police did not disclose identities or details of the cases while investigations and court proceedings were continuing.

A court ruling moved Osun outside Nigeria's general-election cycle

Osun elects its governor separately from most Nigerian states. CDD Fact Check traced the separate calendar to the disputed 2007 election, after an appellate court declared Rauf Aregbesola the rightful winner in 2010.

US court clears end of protections for nearly 1,100 Somalis

US District Judge Allison D. Burroughs lifted an administrative stay on August 14, 2026, allowing President Donald Trump's administration to end Temporary Protected Status (TPS) for Somalia. Burroughs said the challengers had shown that the termination would cause irreparable harm but had not shown that their case was likely to succeed.

The US Department of Homeland Security (DHS) estimated 1,082 approved beneficiaries and 1,383 pending applications as of December 8, 2025. The ruling removes protection based on Somalia's TPS designation, but it does not determine whether each person has another lawful basis to remain or work in the United States.

The stay ended after a Supreme Court ruling

DHS published its termination notice on January 14 and originally set March 17, 2026, as the effective date. Then-Homeland Security Secretary Kristi Noem said Somalia no longer met the statutory conditions for TPS and that continuing the designation was contrary to the US national interest. What the Supreme Court decided

In a 6-3 ruling on June 25, the US Supreme Court held in Mullin v. Doe that the TPS statute bars courts from hearing nonconstitutional claims challenging the process or result of DHS country-designation decisions. The consolidated cases concerned Syria and Haiti, not Somalia. The court separately concluded that the Haitian challengers were unlikely to succeed on their equal-protection claim at the interim-relief stage.

That distinction limits the ruling's reach. The Supreme Court did not decide the Somalia lawsuit, and the majority did not hold that courts can never hear a constitutional challenge to a TPS termination. Its decision nevertheless removed the statutory routes that supported much of the Somalia challenge and set a difficult precedent for the discrimination claim.

Applying that precedent, Burroughs found that the Somalia plaintiffs could not establish the likelihood of success required to keep the stay in place. The August 14 order allowed DHS to proceed while the underlying lawsuit continues, so it did not resolve every claim through a final judgment.

What termination means for beneficiaries

TPS is a temporary, country-based classification under US immigration law. Eligible people already in the United States may remain and obtain employment authorization while their country's designation is active. TPS does not itself grant permanent residence or create an automatic route to citizenship.

When a country designation ends, a beneficiary returns to any immigration category held before TPS, if it remains valid, or to another status obtained in the meantime. A person whose only protection and employment authorization came from TPS loses those legal bases, but the judge's order does not place every beneficiary on the same removal timetable.

Some beneficiaries may have separate asylum claims, visas, permanent residence or other authorization. APPI News could not verify how many of the 1,082 approved beneficiaries had another valid status or independent permission to work at the time of writing.

The official count is a dated snapshot

DHS described 1,082 as an estimate of approved beneficiaries on December 8, 2025. Its notice separately recorded 1,383 pending applications. Neither figure is a beneficiary-by-beneficiary count of who lost protection immediately after the August ruling.

Somalia first received TPS on September 16, 1991, after the collapse of Siad Barre's government and the start of prolonged civil conflict. US administrations repeatedly extended or redesignated the country over the next 35 years. The latest termination reflects DHS's assessment of country conditions, while the plaintiffs continue to dispute the review process and the administration's motivation.

The lawsuit remains open

The August 14 ruling removed the court order that had blocked DHS from implementing the January termination notice. The plaintiffs may continue litigating the claims that remain available and may seek further review, so a later court order could alter the legal position again.

For now, Somalia's country designation no longer supplies TPS protection. The practical effect for each beneficiary depends on any other immigration status, pending case or work authorization that person holds, and APPI News could not find an official individual-level count at the time of writing.

US sends last forward-deployed carrier in Asia toward Middle East

USS George Washington, the US Navy's only forward-deployed aircraft carrier in the western Pacific, was heading west and was expected to replace USS Abraham Lincoln in the Middle East, the Associated Press reported on August 15. The movement leaves the western Pacific without a US aircraft carrier for an unknown period.

The gap concerns one form of visible military presence rather than the entire US posture in the Indo-Pacific. This report does not assess the location or readiness of submarines, bombers, land-based aircraft or allied forces, so it cannot measure the region's full deterrent capacity.

A westbound transit opens the carrier gap

The US Navy identified George Washington as its forward-deployed aircraft carrier when the ship arrived in Da Nang, Vietnam, with a cruiser and destroyer for a scheduled port visit on July 30. The carrier is the flagship of Carrier Strike Group 5, which is based in Japan and normally operates in the US Seventh Fleet area.

USNI News reported that George Washington, USS Robert Smalls and USS Shoup were in the Strait of Malacca on August 13 after a westbound passage through the Singapore Strait. The route connects the western Pacific with the Indian Ocean and is consistent with movement toward the Middle East. The report attributed the ships' location to a US Navy official and publicly observed movements.

AP reported that George Washington was expected to replace Lincoln as one of two US aircraft carriers operating in the Middle East. APPI News could not locate a public US Navy order specifying the handover date, the route beyond the Strait of Malacca or when carrier presence would resume in the western Pacific.

Eleven carriers do not mean eleven are available at sea

The US Navy has 11 aircraft carriers and typically deploys two or three at a time, defense analyst Bryan Clark told AP. The fleet total does not represent simultaneous availability because carriers rotate through operations, training and maintenance.

USNI News reported that USS George H.W. Bush was operating in the Arabian Sea while USS Theodore Roosevelt was preparing for deployment at its home port in California. AP described a possible future deployment of Roosevelt that could allow George Washington to return to the Pacific, but the US Navy had not announced that sequence or a timetable.

Clark told AP that repeated extensions could create a maintenance backlog after ships return from operations. That assessment remains a projection, and public reporting does not establish which carrier will next enter the western Pacific or how long any replacement would stay.

Lincoln's deployment exceeds 260 days

An AP correction published on August 14 said Lincoln had spent more than 240 consecutive days at sea while its overall deployment had exceeded 260 days. The two figures measure different periods and are not competing estimates. Lincoln left San Diego on November 21, 2025, reached the Middle East in January and remained beyond its planned May return.

The US Navy said combat had disrupted traditional supply hubs in the Middle East, forcing ship leaders to prioritize food, hygiene items and then mail. The same statement said sailors had access to clean water, air conditioning and healthy meals at the time it was issued. The official account acknowledges supply disruption while disputing reports that current conditions were unsafe.

The Navy said it had not observed an increase in suicidal ideation or attempts aboard Lincoln, but officials declined to release data on operational-security and patient-privacy grounds. A sailor who went overboard in early August was recovered and transferred for further care, and officials did not say whether the incident was being treated as a suicide attempt. Democratic members of the US Congress have requested information on food, sanitation and health care aboard the ship.

The regional impact is political as well as operational

Bryan Clark of the US-based Hudson Institute and Greg Poling of the US-based Center for Strategic and International Studies told AP that the carrier shift could weaken perceptions of US staying power among regional partners. Poling said the move conflicted with Washington's stated effort to reduce its Middle East commitments, while Clark said Beijing could use the opening for political messaging.

AP also reported that the departure alone was not expected to trigger a Chinese invasion of Taiwan, the self-governed island claimed by Beijing. The carrier gap coincides with Chinese military drills near the disputed Scarborough Shoal in the South China Sea and a live-fire exercise near Japan-administered Okinotori, but timing alone does not establish that the events are connected.

Aircraft carriers provide mobile air power and a visible signal of commitment, but their location is not a complete measure of regional defense capacity. The effect of George Washington's departure will depend primarily on how long the gap lasts and what other forces remain available during it.

What remains unknown

AP reported that the gap could be short if another carrier deploys within the next several months. As of August 15, however, the US Navy had not publicly identified a replacement ship or announced a date for its arrival in the western Pacific.

Public reporting establishes that Middle East operations have pulled the only forward-deployed US carrier out of the western Pacific while Lincoln remains beyond its original schedule. It does not establish how China will respond or when a US carrier will return; allied force adjustments are outside the public record used here.

US and European guidelines put CBT-I first for chronic insomnia

A 2025 clinical guideline from the US Departments of Veterans Affairs and Defense strongly recommends cognitive behavioral therapy for insomnia (CBT-I) for chronic insomnia disorder and weakly favors it over medication as first-line care. The 2023 European insomnia guideline also recommends CBT-I first for adults of any age, including those with other medical or psychiatric conditions.

CBT-I is a structured treatment rather than another name for sleep hygiene. It combines changes to sleep timing and bed use with cognitive work, relaxation and sleep education; the European guideline says medication can be offered when CBT-I is not sufficiently effective.

Urgent mental-health symptoms take priority over insomnia treatment

England's National Health Service (NHS) says hallucinations require medical help and calls for emergency care when a person wants to harm themselves or someone else, hears voices directing harm, becomes very agitated, has rapidly worsening hallucinations or suddenly becomes confused. In other countries, the local emergency number or nearest emergency department is the appropriate route.

The 2025 US guideline says CBT-I may need to be delayed for current suicidal ideation or acute mental-health symptoms. A routine insomnia program should wait until immediate safety and acute symptoms have been assessed.

Chronic insomnia is a diagnosis, not a run of bad nights

The 2025 US guideline defines chronic insomnia disorder as sleep difficulty at least three times a week for more than three months, with daytime consequences despite an adequate opportunity to sleep. It also says diagnosis requires a clinical evaluation rather than a questionnaire score alone.

The European guideline calls for a clinical interview covering sleep and medical history, supported by sleep diaries and questionnaires, with a physical examination and other measures when indicated. It reserves overnight sleep testing for suspected additional sleep disorders, treatment-resistant insomnia or other clinical indications rather than routine evaluation.

CBT-I combines five forms of work

In 2023, the World Sleep Society endorsed multicomponent CBT-I as the treatment of choice for chronic insomnia in adults and conditionally endorsed stimulus control, sleep restriction and relaxation as separate therapies. The endorsement did not support sleep-hygiene education as a treatment on its own because evidence for that use was insufficient.

Stimulus control strengthens the bed as a cue for sleep rather than wakefulness and establishes consistent sleep patterns. Sleep restriction therapy initially limits time in bed to actual sleep duration and extends it as sleep efficiency improves.

Cognitive restructuring addresses racing thoughts and inaccurate beliefs about sleep by challenging unhelpful thoughts. Relaxation or counter-arousal strategies reduce physical activation, while sleep-hygiene education addresses light, noise, eating, caffeine, nicotine and alcohol around bedtime.

The five elements are adjusted as a package rather than applied as a fixed checklist. The 2025 US guideline describes CBT-I as a multi-session treatment and says sleep diaries help providers estimate and adjust a sleep schedule. The World Sleep Society did not endorse sleep-hygiene education as a treatment on its own.

Comparative evidence favors starting with CBT-I, with limits

A 2024 systematic review and network meta-analysis combined 13 trials involving 823 randomized adults who were not taking hypnotic medicines when enrolled. At a median follow-up of 24 weeks, the odds of remission were higher after starting with CBT-I than after starting with pharmacotherapy, with an odds ratio of 1.82 and a 95 percent confidence interval of 1.15 to 2.87.

The review estimated long-term remission in 41 percent of participants starting with CBT-I and 28 percent starting with pharmacotherapy. Those figures describe the included trials, not a guaranteed outcome, and they do not compare every medicine, treatment combination or patient group.

The 2025 US guideline grades its overall recommendation for CBT-I as strong, but its preference for CBT-I over medication as first-line treatment is weak. The recommendations establish a treatment sequence for clinicians; they do not determine whether an individual prescription should change.

Sleep restriction can temporarily worsen daytime function

The 2025 US guideline reports temporary sleepiness from the sleep-restriction component and says trained professionals should deliver CBT-I to reduce related risks. England's NHS advises people not to drive when sleepy, and the same safety concern applies to other tasks in which reduced alertness could cause harm.

The US guideline lists unstable medical conditions, excessive daytime sleepiness, nighttime fall risk, uncontrolled seizure disorders, bipolar disorder, pregnancy or postpartum insomnia, and acute mental-health symptoms as reasons to adapt or delay CBT-I. These factors do not rule out treatment in every case, but they require an individualized plan.

The World Sleep Society endorsement concerns adults with chronic insomnia, so it does not establish an adult sleep-restriction schedule for children or adolescents. Pediatric sleep problems require a separate clinical assessment rather than a copied adult protocol.

England's NHS notes that many medicines can contribute to insomnia and advises checking with a doctor before taking a sleep aid. Delivery can be in person or digital, but access is uneven

The European guideline recommends either in-person or digital CBT-I. The World Sleep Society says individual, in-person CBT-I from a trained professional remains the optimal delivery method while provider training and access vary internationally.

OpenAI cuts Luna and Terra prices in widening AI cost race

OpenAI cut standard application programming interface (API) prices for GPT-5.6 Luna by 80 percent and GPT-5.6 Terra by 20 percent on July 30, 2026. The company left GPT-5.6 Sol's standard token rates unchanged.

OpenAI attributed the reductions to lower serving costs and more efficient token generation. Its announcement did not name Chinese competitors, although lower-cost and open-weight models from Chinese developers have widened the choices available to buyers.

Luna now starts at US$0.20 per million input tokens

OpenAI's July 30 announcement set Luna at US$0.20 per million input tokens and US$1.20 per million output tokens, while Terra moved to US$2 and US$12 respectively. Sol remained at US$5 for input and US$30 for output under the comparable standard rate.

OpenAI's current pricing table identifies those figures as standard short-context rates and lists separate prices for cached input, cache writes and long-context use. The page also shows lower Batch and Flex rates, higher Fast mode rates and a 10 percent surcharge for eligible regional-processing endpoints.

For a monthly workload totaling 100 million uncached input tokens and 20 million output tokens, the listed short-context rates produce an estimated token charge of US$44 on Luna, US$440 on Terra or US$1,100 on Sol. That calculation excludes tools, cache writes, regional processing and any requests billed under another service tier.

OpenAI points to serving efficiency, not Chinese competition

OpenAI said GPT-5.6 Sol helped optimize production kernels that reduced end-to-end serving costs by 20 percent, while related experiments improved token-generation efficiency by more than 15 percent. The company presented those gains as the reason it could lower Luna and Terra prices.

The official announcement did not say the cuts were a response to Moonshot AI, MiniMax, Z.ai or another Chinese company. The South China Morning Post framed the move as a defense against lower-cost Chinese rivals and reported that Luna moved ahead of Z.ai's GLM-5.2 and MiniMax's M3 in Artificial Analysis's intelligence-per-dollar ranking.

Chinese vendors are competing through price and access

Token rates are only one part of the competitive pressure. Some Chinese developers also publish model weights, allowing customers or hosting companies to operate a model without sending every request to the developer's own API.

Moonshot AI's Kimi K3 paper describes a mixture-of-experts model with 2.8 trillion total parameters, 104 billion active parameters and a one-million-token context window, and says the full weights were released. Access to weights does not supply the hardware or engineering needed to run a model of that size, so “free weights” and “free inference” are different propositions.

MiniMax introduced M3 on June 1, 2026, with a one-million-token context window and API access, and said it planned to release the corresponding weights. The company also published its own coding and agent benchmarks, but vendor-run results need comparison with independent tests and the buyer's actual workload.

Price per token is not price per completed task

A cheaper token lowers the bill only if the model completes the work at an acceptable quality level. Longer outputs, retries, failed tool calls and extra review can offset a lower posted rate, while prompt caching can reduce the cost of repeated context.

Comparisons therefore need a fixed test set and a common success threshold. Useful measurements include completion rate, input and output volume, response time, retry frequency, human review time and total cost for each accepted result.

Model routing can reduce spending when routine work goes to a lower-cost model and difficult cases move to a more capable one. The saving depends on the routing error rate: an inexpensive first attempt adds cost if most requests must be repeated elsewhere.

API and open-weight deployments carry different costs

A hosted API turns model operation into a usage charge and leaves capacity planning to the provider. A self-hosted model replaces some of that charge with servers or cloud accelerators, deployment engineers, monitoring, security controls, upgrades and idle capacity.

Data handling also differs by provider, hosting location and customer configuration. Open weights can offer more control over where requests are processed, but the operator then assumes responsibility for access controls, logs, model updates and the rules that apply in each country where the service runs.

A four-part check before changing models

Token profile: Forecast uncached input, cached input, cache writes and output separately, then apply the correct context length and service tier.
Task quality: Run the same representative cases against each candidate and count accepted results rather than relying on a composite benchmark alone.
Operating conditions: Measure latency, rate limits, outages, tool charges, regional processing and the staff time needed to review failures.
Switching path: Keep prompts, evaluations and application interfaces portable enough to test another provider without rebuilding the product around one model.

The July price cut changes the baseline for high-volume GPT-5.6 workloads, especially where Luna meets the required quality threshold. It does not establish that one model is cheapest for every task or that an open-weight alternative will cost less after infrastructure and operations are included.

US law sets cyber-device duties as Taiwan publishes guidance

The US Food and Drug Administration (FDA) issued its current medical-device cybersecurity guidance in February 2026, replacing a version published in June 2025. The revision explains how manufacturers can document security design and meet statutory duties that have applied to defined cyber devices since March 29, 2023.

Taiwan's Food and Drug Administration, the health ministry agency responsible for medical-product oversight, publishes a 2021 manufacturer guide and five assessment templates. Those materials cover design, registration and post-market maintenance, but their legal footing differs from the minimum submission duties written into US law.

Device security is narrower than hospital IT security

Medical-device cybersecurity concerns software, firmware and communications that are part of a regulated device or its connected system. The risks include unauthorized commands, altered clinical data, unavailable functions and vulnerable third-party components. A hospital scheduling platform or general records database presents serious security issues too, but it is not automatically a medical device.

Taiwan's English-language guidance applies to manufacturers of devices containing software or programmable logic and to medical-device software, while excluding hospital administration software, general health-management software and medication-record software from its scope. The guide treats confidentiality, integrity and availability as device-safety concerns when a failure could impair performance or expose protected information.

The boundary does not mean devices operate independently of hospital networks. Cloud services, wireless links, maintenance tools and integration software can all sit inside the device system. A security assessment therefore has to trace interfaces and dependencies instead of checking only the hardware at the bedside.

US law sets minimum duties for defined cyber devices

Section 524B of the US Federal Food, Drug, and Cosmetic Act applies when a product meets three conditions: it contains sponsor-authorized software, can connect to the internet and has technological characteristics that could be vulnerable to cyber threats. The FDA says the rule covers specified premarket submissions for those cyber devices and has applied to submissions filed since March 29, 2023.

The same law requires three minimum elements. A sponsor must submit a plan for monitoring and addressing post-market vulnerabilities, maintain processes that provide reasonable assurance of cybersecurity and make updates and patches available, and provide a software bill of materials (SBOM) covering commercial, open-source and off-the-shelf components.

The FDA's filing process is more precise than a claim that every incomplete package is immediately rejected. The agency says a 510(k) filed through its eSTAR system will be placed on technical-screening hold when the cybersecurity section lacks accurate responses or relevant attachments. The separate transition policy that delayed refuse-to-accept decisions expired on October 1, 2023.

The FDA's February 2026 guidance supersedes its June 2025 document and recommends evidence covering device design, labeling and premarket review. The underlying statutory obligations remain distinct from the agency's broader, nonbinding recommendations.

The recommended evidence connects threat models, architecture diagrams, risk assessments, testing, component support information and unresolved software anomalies. It also extends beyond market entry: management plans address vulnerability monitoring, coordinated disclosure, patch-development timelines, update delivery and communication with customers.

An SBOM is an inventory, not a security verdict

An SBOM records the software components and dependencies inside a device. When a library vulnerability is disclosed, manufacturers and health-care providers can use that inventory to identify products containing the affected component rather than searching every device from scratch.

The inventory still needs context. A listed component may not expose the vulnerable function, a compensating control may reduce the risk, or the component may sit on a path that an attacker cannot reach. Conversely, a complete component list does not reveal a design flaw in code written specifically for the device.

The International Medical Device Regulators Forum's April 2023 final document says an SBOM can help health-care providers identify obsolete components before purchase and manage vulnerabilities after deployment, but it is not a substitute for a comprehensive device-level security risk assessment. The forum is a group of medical-device regulators; its document supplies an international practice framework rather than one country's market authorization.

Taiwan publishes lifecycle guidance and five templates

Taiwan's regulator issued its manufacturer guidance in April 2021 and announced the English version on May 5. It asks manufacturers to address cybersecurity from product design and development through registration, post-market monitoring and the end of support. The document covers threat modeling, risk controls, security testing, an SBOM, labeling, disclosure and updates.

The Chinese original describes the document as administrative guidance and says reviewers may request additional verification material based on a product's software architecture and design. The English translation says it is for reference only and that the Chinese text prevails, which limits how confidently an English-only comparison can characterize Taiwan's legal requirements.

On December 6, 2021, the regulator published one general assessment template and four product-specific templates covering an implantable pacemaker pulse generator, a glucose test system, oxygen-saturation software and a cloud electrocardiogram management system. The page records a maintenance date of June 10, 2022 and describes the documents as references for preparing cybersecurity assessments.

The list should not be read as a five-device whitelist. A product outside those examples can still present cybersecurity risk, and a completed form does not prove that a device will pass registration. The guidance expressly leaves room for reviewers to ask for evidence suited to a product's architecture.

APPI News could not find public Taiwan statistics showing how often cybersecurity material leads to a request for more evidence, a delay or a refusal. The cited documents establish what guidance and templates are available; they do not support a measured comparison of enforcement outcomes with the United States.

Procurement has to test the maintenance promise

Premarket documentation captures a product at one point in time, while software dependencies continue to change. A useful procurement record therefore identifies the SBOM format, component support dates, the manufacturer's vulnerability contact, the patch process and the conditions under which a device reaches end of support.

The deployment plan matters as much as the document list. Hospitals need to know which network services a device requires, how it authenticates updates, whether logs can be monitored, what happens when cloud access fails and how a faulty update can be rolled back. Those questions connect device security to the surrounding network without treating every hospital IT incident as proof of a device exploit.

The published US and Taiwan materials converge on lifecycle risk management, threat modeling, software transparency and post-market maintenance. They diverge in legal form and filing mechanics. That distinction can be documented from primary sources, while comparative rejection rates and real-world security outcomes remain unverified.

AOC raises China monitor prices as KTC warns of higher costs

KTC warned in a notice reported by Fast Technology on August 14, 2026, that higher component costs could force later price increases across its monitor range. AOC had already raised prices across its China monitor range on August 1, but neither report gave a percentage or confirmed a matching global change.

The evidence supports one implemented adjustment and one warning, both reported in China. It does not support a single worldwide increase or a fixed timetable for every model.

AOC made a price change; KTC signaled one

Edmond Technology (Wuhan) Co., Ltd., which operates AOC's monitor business in mainland China, issued the AOC notice reproduced by VideoCardz. The notice covered the full product range and said the amount would vary by product, without listing percentages or new suggested prices.

Fast Technology said KTC issued a notice titled “Explanation and commitment regarding product price adjustments.” The report said higher core-component costs had become difficult for KTC to absorb and that prices across its monitor range might rise later, but it supplied no increase, effective date or model list.

The distinction matters: AOC communicated an effective price change, while KTC communicated the possibility of one. A warning from a vendor is not evidence that every retailer has changed its price.

APPI News could not locate a matching release on either brand's public website at the time of writing. The available record is therefore VideoCardz's reproduction and translation of the AOC notice, plus Fast Technology's account of the KTC notice.

The reports do not establish a global increase

The AOC report explicitly places the adjustment in the company's China distribution channel. Fast Technology's KTC report did not provide an overseas timetable or a market-by-market price list.

Neither source supports treating a China notice as a price change in Europe, Africa, the Americas or the rest of Asia. Local taxes, exchange rates, distributor inventory, promotions and warranty terms can produce different prices for the same model in different countries.

The notices attributed pressure to components and raw materials. Their silence on currencies or tariffs does not prove those factors have no effect on a particular seller; it only limits what can be attributed to the brands from these documents.

Panel concentration is real, but the closure scenario is conditional

TrendForce estimated that China's three largest panel makers would supply 74 percent of global LCD monitor panels in 2026, while LG Display continued reducing LCD production in favor of OLED. The research firm said the LCD monitor panel supply-demand balance was expected to become increasingly stable.

TrendForce also said global LCD monitor panel supply would fall by nearly 5 million units if Taiwan-based panel maker AUO closed its L6A fab. The word “if” is central: the report modeled a possible closure rather than reporting a final decision.

Those figures describe supplier concentration and a potential removal of capacity. They do not show that monitor panels were already in a global shortage in August, and they do not forecast a retail price for any AOC or KTC model.

Component pressure does not set a retail percentage

AOC's notice identified chips and motherboards, while the KTC report referred more broadly to core components. Neither disclosed how much those inputs had risen or what share of a monitor's total cost they represented.

BRICS finance ministers and central bank governors met in Jaipur, India, on August 12 and 13, 2026, as the bloc considered links among national payment systems. Iran said it would soon join the New Development Bank (NDB), but the lender’s public membership list does not include it.

India’s Finance Minister Nirmala Sitharaman and Reserve Bank of India (RBI) Governor Sanjay Malhotra co-chaired the Jaipur session. Malhotra had said that BRICS members were discussing links between fast payment systems and central bank digital currencies (CBDCs), while describing the work as still being at the discussion stage. The public proposal concerns interoperability among separate national systems, not a newly launched common currency.

Payment discussions predate the Jaipur meeting

The August talks extend work that BRICS leaders assigned to finance officials last year. The 2025 Rio de Janeiro Declaration instructed finance ministers and central bank governors to continue the BRICS Cross-Border Payments Initiative and examine greater interoperability among members’ payment systems. Interoperability requires common operating rules

Connecting payment systems involves more than a technical interface. The Bank for International Settlements identifies legal structure, ownership, operational design, governance and regulatory oversight as core decisions for cross-border fast-payment links. Each participating authority would have to agree on who runs the connection and which body handles failures or disputes.

CBDC links add another set of choices. An International Monetary Fund framework divides cross-border CBDC design into access, communication, currency conversion, compliance and settlement. The published BRICS proposal does not yet specify those arrangements, so a discussion about lower costs cannot be read as evidence that a working network is close to launch.

Iran’s claim has no public NDB confirmation

Iranian central bank Governor Abdolnaser Hemmati said Iran was set to join the NDB in the near future, according to an August 12 report that cited Iran’s semi-official Tasnim News Agency. Hemmati also linked the move to wider monetary, banking and digital-economy cooperation with India.

The bank has not announced Iran’s admission. The NDB’s public list names 10 full members and five prospective members, but Iran appears in neither group. An absent listing does not show whether private talks are taking place; it means Hemmati’s statement is not yet matched by a published decision from the bank.

Zimbabwe has cleared one step, not the full process

The same NDB list places Zimbabwe alongside Uruguay, Colombia, Ethiopia and Angola as prospective members. The bank says countries in that category have been admitted by its Board of Governors, but they become full members only after depositing an instrument of accession. It does not give a deposit date for Zimbabwe.

Full membership would open a route to seek NDB financing, but it would not approve a loan by itself. The bank describes its project cycle as running from conception through Board approval, implementation and closure. Zimbabwe would still need eligible projects to pass that process after its membership takes effect.

The US$100 billion figure is authorized capital

Brazil, Russia, India, China and South Africa established the NDB in 2015 to finance infrastructure and sustainable development in emerging markets and developing countries. Its headquarters is in Shanghai, and the bank began expanding beyond the five founders in 2021.

The frequently cited US$100 billion figure is the bank’s initial authorized capital, not cash available for immediate lending. The NDB’s June 2026 investor presentation reports US$50 billion in initial subscribed capital and US$10 billion in initial paid-in capital; subscribed capital stood at US$53.3 billion at the end of 2025.

The same presentation reported US$35.6 billion in total assets and US$21.6 billion in loans and advances at the end of 2025. It also said the Board had approved about US$43.0 billion across 139 projects by that date. Those balance-sheet and project figures provide a clearer measure of the bank’s operating scale than authorized capital alone.

The next verifiable milestones

A payment plan would become more concrete if BRICS publishes a participant list, technical model, governance rules and pilot schedule. Until then, the proposal remains a policy discussion rather than an operating cross-border network.

For Iran, the next formal step would be an NDB admission notice or its addition to the prospective-member list. For Zimbabwe, full membership begins only when the bank records its accession instrument; access to financing would then depend on separate project approvals.

Noboa returns to China as Ecuador’s two-way trade expands

Ecuadorian President Daniel Noboa is scheduled to visit China from August 16 to 23, his second trip to the country since taking office in November 2023. Noboa announced the August visit in April and said Ecuador’s security cooperation with the United States would not prevent it from maintaining commercial ties with China and other countries.

The announcement said Chinese President Xi Jinping would hold talks with Noboa and that two other senior Chinese officials would meet him separately. It did not publish a negotiating agenda or identify agreements expected during the trip.

Noboa is returning after a 2025 visit

China’s foreign ministry records that Noboa was in China from June 23 to 27, 2025, for the World Economic Forum’s Annual Meeting of the New Champions and met Xi, Chinese Premier Li Qiang and Zhao Leji, chairman of the Standing Committee of China’s National People’s Congress. The two governments also signed a cooperation plan for the Belt and Road Initiative during that visit.

The 2026 trip is therefore a return visit, not Noboa’s first journey to China as president. China’s foreign ministry says 2026 marks 10 years since China and Ecuador established their comprehensive strategic partnership, a diplomatic framework that does not by itself specify new financing, investment or market access.

Trade rose in the pact’s first full calendar year

The China-Ecuador free-trade agreement took effect on May 1, 2024, after its signing in May 2023; China’s commerce ministry said about 60 percent of covered products received zero tariffs immediately and about 90 percent are due to become tariff-free. The remaining reductions follow product-specific schedules, so entry into force did not eliminate every tariff at once.

Central Bank of Ecuador data show that Ecuador exported US$5.99 billion in goods to China in 2025, up 17.6 percent from 2024, while imports from China rose 30 percent to US$7.87 billion. China accounted for 16.1 percent of Ecuador’s goods exports and 25.6 percent of its goods imports that year.

The figures cover the first complete calendar year after the pact entered into force, but they do not establish how much of the increase the agreement caused. Export values can also move with prices, shipment volumes and Chinese demand, while import values respond to Ecuadorian demand and supply conditions.

China’s 50 percent investment share needs a denominator

Mali separatists free 82 soldiers, say 118 remain captive

Mali's Azawad Liberation Front (FLA) released 82 government soldiers on August 13, 2026, the Malian Armed Forces and FLA spokesperson Mohamed Elmaouloud Ramadane said. Ramadane said the releases were made on humanitarian grounds; he said some of the soldiers had been held since 2023 and about 118 others remained captive.

The Malian army said the 82 soldiers were safe and receiving care. The public reports reviewed by APPI News did not list their names or explain how the total was compiled, and APPI News could not independently verify each identity or detention date.

The release followed the April offensive

Some of the released soldiers were captured during a coordinated April 25 offensive by the FLA and Jama'at Nusrat al-Islam wal-Muslimin (JNIM), an al-Qaeda-linked armed group. The attacks targeted the airport in Mali's capital, Bamako, the nearby garrison town of Kati and several cities in northern and central Mali.

Mali's government confirmed that Defense Minister General Sadio Camara was killed after attackers struck his home in Kati. Al Jazeera reported that a suicide car bomb hit the residence and that Camara's second wife and two grandchildren were also killed, citing AFP.

An unnamed hospital official told AFP that at least 23 civilians and soldiers were killed in the Kati attack. The figure was preliminary: the report said Mali's military government had listed 16 people wounded and limited material damage but had not published a matching death toll.

A failed peace process preceded the alliance

The FLA formed in November 2024 from components of earlier rebel groups and is led by Alghabass Ag Intalla. It seeks self-determination for Azawad, the name separatists use for northern Mali.

JNIM emerged in 2017 from the merger of four al-Qaeda-aligned groups and operates across Mali and neighboring parts of the Sahel. Unlike the secular nationalist FLA, it seeks to overthrow governments it regards as illegitimate and establish governance based on its interpretation of Islamic law.

The groups coordinate operations but retain different goals

Senior officials from the FLA and JNIM told Al Jazeera that they had set aside ideological differences to confront a common enemy. An FLA officer described the relationship as a battlefield arrangement, while a JNIM field commander said his group approved operational coordination after internal discussions.

The FLA remains committed to an independent Azawad, while JNIM says it wants to overthrow Mali's government. Those statements describe the combatants' positions, not an independently verified account of every joint operation or claim of territorial control.

The release does not establish a ceasefire

Al Jazeera reported on July 27 that the FLA and JNIM were still mounting coordinated operations across northern Mali and that their political positions had not shifted. Its report said there was little indication that the conflict was approaching an end.

US ambassador calls settler blockade of West Bank homes an act of terror

Israeli settlers remained close to three Palestinian homes in Qusra on August 14 after Israeli forces intervened in a blockade that had lasted most of the week. The settlers had moved from tents outside the homes into a nearby valley, but residents said they feared the group would return after the troops left.

US Ambassador to Israel Mike Huckabee called the people behind the blockade “terrorists” on August 13 and said the US embassy was coordinating with Israel's military and police. The language marked an unusual rebuke from Huckabee, a longtime supporter of Israeli settlements.

Families lost water, electricity and safe access

Qusra is about 16 kilometers from Nablus in the northern occupied West Bank. The blockade began on Sunday, August 9, when dozens of settlers arrived at the three homes, blocked their doors and erected tents outside, according to residents interviewed by the Associated Press. The families said they could not leave safely as their food and water supplies ran low.

Qusai Abu Rida stayed in one house with his teenage son after settlers cut the water and electricity, leaving them dependent on well water. His brother Loui Ridi, a Palestinian American living in Ohio who owns the house, monitored the blockade on security cameras until they went offline on August 13.

Israeli action did not end residents' uncertainty

Israel's military condemned the blockade as illegal and unacceptable on August 11 and declared Qusra a closed military zone. On August 13, it said troops had dismantled what it called two illegal outposts in Qusra and a nearby village, detained one Israeli and deployed more soldiers.

Qusra Mayor Abdel Azim Wadi told the Associated Press that Israeli forces evacuated more than a dozen homes to establish positions in the village while settlers remained elsewhere nearby. The military said troops had been instructed to let families stay in their homes, but Abu Rida said some residents had not returned. Ridi also said settlers cut the water and electricity again after the services had briefly been restored.

On August 14, Israeli soldiers blocked a road as activists tried to carry food and water toward the homes, while settlers remained in the valley below. The Associated Press later reported that calm had been restored, but residents said they wanted a permanent resolution rather than another short removal.

That day, Israeli Defense Minister Israel Katz announced that enforcement powers involving Israeli civilians in the West Bank would move from the military to Israel's police. The military can generally detain Israeli civilians only temporarily, while Israel's police and civilian courts handle investigations and prosecutions; Palestinians accused of crimes can be arrested by the military and tried in military courts.

Qusra had the highest recorded attack count in April

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) recorded 27 settler attacks that caused casualties or property damage in Qusra through April 6. That was the highest count for any single West Bank community at that point in 2026. OCHA said one Palestinian had been killed and eight had been injured in those attacks.

The same OCHA report documented more than 580 settler attacks across over 190 West Bank communities through April 6. It also recorded about 360 Palestinians injured by settlers and eight killed by settlers in 2026 by that date.

By August 14, Palestinian officials had reported 1,476 settler attacks in 2026, and the Palestinian Authority's Health Ministry said Israeli settlers and soldiers had killed 87 Palestinians in the West Bank. The Associated Press noted that Palestinian authorities do not distinguish between militants and civilians in that death count. Israel said some of those killed had taken part in militant activity or rock-throwing.

Zambia restarts vote count after reports of violence and ballot theft

The Electoral Commission of Zambia (ECZ) restarted vote counting on August 14, 2026, hours after suspending the national count because it said poll workers had been attacked and marked ballot papers stolen. The Associated Press reported that counting resumed under heightened security after police said a party official had been killed at a polling station during the August 13 vote and nine suspects had been arrested. President Hakainde Hichilema, who was seeking a second five-year term, called for peace and patience while the country awaited the official outcome. Hichilema was one of 14 presidential candidates, while Mundubile led the main opposition alliance.

Ballots are counted before results reach the capital

The ECZ's published procedure says polling officers count ballots at each station in the presence of accredited party agents, monitors and observers. The agents and observers are asked to sign the result form, copies go to accredited participants, and one copy is posted outside the station.

Returning officers then total polling-station results at constituency centers, while presidential figures are transmitted to the National Results Centre in Lusaka. This chain makes the precise location and number of any stolen ballots relevant to assessing the disruption, but the ECZ had not released those details at the time of writing.

The official timetable still pointed to August 17

The commission's final register listed 8,786,300 voters at 13,529 polling stations in 226 constituencies. Voters chose a president, members of Parliament and local council representatives on August 13.

The ECZ timetable scheduled the receipt and verification of results for August 15 through August 17 and the declaration of election results for August 17. The restart kept that timetable possible, but it did not guarantee that the commission would meet it.

Zambia has held largely peaceful elections and transfers of power since returning to multiparty democracy in 1991, and Hichilema defeated then-President Edgar Lungu in 2021. The handling of the latest count is another test of public confidence in that record.

A positive FIT result prompts colonoscopy, not a cancer diagnosis

A positive fecal immunochemical test (FIT) means a laboratory detected blood in a stool sample; it does not diagnose colorectal cancer. The result starts a diagnostic pathway because FIT cannot show where the bleeding came from.

Someone who receives a positive screening result should contact the program or clinician that ordered the test so follow-up can be arranged. Colonoscopy can inspect the colon directly, remove polyps and take tissue for pathology; another stool sample cannot perform any of those tasks.

Symptoms need assessment rather than routine screening

Screening is designed for people without symptoms. The World Health Organization lists blood in the stool, a change in bowel habits, persistent abdominal pain or bloating, unexplained weight loss, fatigue and iron-deficiency anemia as possible colorectal cancer symptoms.

These signs have many noncancer causes, but they warrant clinical assessment rather than waiting for the next screening invitation. The UK National Health Service advises urgent assessment for black or dark-red stool or bloody diarrhea, and emergency help for nonstop or heavy rectal bleeding, such as large clots or toilet water turning red.

Readers outside the United Kingdom should use local urgent-care or emergency services. A previous negative FIT should not delay assessment when symptoms are present.

A positive result means blood crossed the test cutoff

FIT measures hemoglobin, a blood protein, in a small stool sample. The International Agency for Research on Cancer (IARC) says available FITs have wide ranges of sensitivity and specificity, and that the balance of benefits and harms depends on the cutoff used for a positive result.

A positive result identifies blood, not its source. Australia's national screening program says a positive result does not always mean bowel cancer, that many causes of blood are unrelated to cancer, and that the usual next step is referral for colonoscopy.

The chance of finding cancer cannot be carried from one program to another without context. Colonoscopy completes the positive FIT pathway

IARC found sufficient evidence that screening every two years with FIT, when coupled with colonoscopy after a positive result, reduces colorectal cancer mortality; the reviewed studies reported risk reductions from 10 percent to 40 percent. The evaluation assumes high-quality testing and adequate follow-up, and most of the evidence came from asymptomatic, average-risk populations in middle- or high-income settings.

During colonoscopy, a clinician examines the colon with a camera, can remove polyps and can take a biopsy when tissue needs laboratory testing. These functions allow the procedure to distinguish among findings that a blood test cannot separate.

Colonoscopy also requires bowel cleansing and may involve sedation. England's screening information lists rare risks including a reaction to sedation, heavy bleeding, bowel perforation and a missed lesion; suitability and personal risk depend on health and procedure details.

Because bleeding can be intermittent, a later negative sample cannot by itself resolve an earlier positive result. Australia's program explains that some bowel cancers do not bleed or bleed only sometimes, and directs people with a positive result to seek assessment of the bleeding source.

Screening ages and intervals depend on the country

The fifth European Code Against Cancer recommends quantitative FIT every two years for people aged 50 to 74. The US Preventive Services Task Force recommends screening average-risk adults from ages 45 to 75 and lists annual FIT as one option, with selective screening from ages 76 to 85.

Those frameworks apply to specified populations and are not global clinical or coverage rules. Invitation ages, FIT cutoffs, sample procedures, payment and access to follow-up colonoscopy vary by country, so the schedule should come from the program or guideline used where the reader receives care.

The routine interval applies after a negative screening result, not after a positive one. A positive FIT moves the person into a diagnostic pathway even if the next routine invitation would otherwise be one or two years away.

Higher-risk and special populations need a separate plan

The schedules above describe asymptomatic adults at average risk. The World Health Organization identifies family history, inherited syndromes, previous colorectal cancer and certain polyps as risk factors, and says people with a family history or inherited syndrome may need genetic counseling and tailored screening.

The population-screening guidance cited here does not include children and does not establish a single approach during pregnancy. A child or pregnant person with rectal bleeding or a change in bowel habits should receive clinician-led assessment rather than apply an adult home-screening interval; APPI News could not find one international FIT schedule for either group.

Major chronic illness and regular medicines can also affect whether and how colonoscopy is performed. England's program checks health conditions and medicines before colonoscopy and may consider computed tomography colonography when colonoscopy is unsuitable. Any medicine changes should follow instructions from the procedure team.

Positive, negative and inconclusive results lead to different steps

After a positive result, contact the ordering program or clinician and ask how diagnostic follow-up is arranged. If cost, transport, time off work or colonoscopy access creates a barrier, tell the service coordinating the screening rather than treating a second FIT as clearance.

After a negative result, return at the interval set by the local program, but seek assessment if symptoms develop between rounds. An inconclusive result is different: the laboratory could not analyze the sample, so the program may issue a replacement kit and new collection instructions.

Samsung announced the Galaxy S26 series in February 2026, and the company says it will receive seven generations of operating-system upgrades and seven years of security updates. For an older user, that support clock matters only alongside grip, screen readability and the ability to complete familiar tasks without help.

The newest model is not automatically the strongest choice. A useful comparison starts with the support time left on the exact model, then tests whether the intended user can hold, unlock and operate it with the chosen case and display settings. Local repair terms and the price difference belong in the same decision.

Count remaining update years, not the headline promise

Samsung's Galaxy S25 policy provides seven generations of operating-system upgrades and seven years of security updates from the global launch date. The Galaxy S26 series carries the same seven-generation and seven-year terms, also counted from its initial global launch. Buying either model later does not reset its support clock, so a discounted S25 must be assessed against the support time already used.

Google promised the Pixel 8 and Pixel 8 Pro seven years of Android operating-system upgrades, security updates and feature releases, with security support counted from first availability on the US Google Store. Google said those two phones would remain supported into 2030. That fixed endpoint makes the remaining term visible when either model is sold used or refurbished.

A long policy reduces the risk of an early support cutoff, but it does not mean every carrier releases each update simultaneously.

IP ratings do not predict a dropped phone

Samsung's US page lists the Galaxy S25 and S25+ with Armor Aluminum frames, Gorilla Glass Victus 2 displays and IP68 water and dust resistance. Its US Galaxy S26 page lists Armor Aluminum, Gorilla Glass Victus 2 on the front and back, and IP68 resistance for the S26 and S26+. The baseline specifications are close, but they are manufacturer declarations rather than independent evidence of how either phone survives years of falls.

The S26 page says its IP68 test used up to 1.5 meters of freshwater for up to 30 minutes and that resistance can diminish with ordinary wear. Samsung also says chips and cracks can reduce water and dust resistance and advises against salt-water exposure. Because the company defines the IP rating around dust and liquid ingress, it should not be read as a drop certification.

A store test should use the case that will stay on the phone. The intended user can then check whether the combined weight is comfortable, the side buttons remain easy to press and the screen can be reached without shifting to an unstable grip. Local prices for screen replacement and accidental-damage coverage provide information that glass branding alone cannot.

Test the interface after accessibility settings are enabled

Samsung says Easy mode enlarges on-screen items, provides a high-contrast keyboard and helps prevent accidental touches. The setting is under Display on the support page, which also warns that available screens and options vary by carrier, software version and device model. Its presence should be checked on the exact demonstration unit rather than assumed from the Galaxy name.

Apple describes Assistive Access as an iPhone interface for people with cognitive disabilities, with bigger items, more focused features and a choice of large grid or list layouts. Age alone does not establish that a person needs this mode. For users who need only a more readable display, iPhone also provides Larger Text, Bold Text and Display Zoom.

Font size is only one part of usability. David McBride leaves Australian prison on parole after 27 months

Australian Attorney-General Michelle Rowland granted former Australian Army lawyer David McBride parole on August 13, 2026, allowing him to leave Canberra’s Alexander Maconochie Centre after 27 months in custody. He will serve the balance of his sentence under supervision and conditions in the community. Rowland’s office did not publish his individual parole terms.

McBride said in a statement distributed at his release that he had been diagnosed with treatable lung cancer at an early stage. He said he would undergo surgery to remove part of a lung and would need an extended period of physical recovery.

Parole changed where McBride serves his sentence; it did not disturb his convictions. The Australian Capital Territory Supreme Court sentenced him in May 2024 to five years and eight months for one theft offense and two offenses of unlawfully communicating military information. The court set a 27-month non-parole period ending August 13, 2026, and a sentence end date of January 13, 2030.

What McBride disclosed and what he intended

The appeal record says McBride was an Australian Army major and legal officer with clearance to access material up to TOP SECRET when he began printing Australian Defence Force documents in 2014. The Afghan Files instead reported allegations that Australian soldiers had killed Afghan civilians unlawfully, an angle McBride told police was different from the story he had sought.

The Australian Capital Territory Court of Appeal treated the purpose of the disclosure and the result of the reporting as separate matters. It accepted that The Afghan Files addressed a matter of public interest, but recorded that the articles were opposite to McBride’s intended account. The court therefore did not treat the public awareness generated by Oakes’s reporting as reducing the seriousness of McBride’s conduct.

The official Afghanistan inquiry had a separate origin

Australia’s Inspector-General of the Australian Defence Force began the Afghanistan Inquiry in May 2016 after military commanders received rumors and allegations of possible breaches of the law of armed conflict. The Inspector-General is a statutory office independent of the ADF chain of command that oversees aspects of Australia’s military justice system.

The 2025 appeal judgment says the ADF initiated that inquiry more than 12 months before it learned of McBride’s unlawful disclosures. The Inspector-General’s inquiry, commonly called the Brereton Inquiry, was an administrative process rather than a criminal investigation. Its public report in 2020 found credible information concerning 23 incidents involving the alleged unlawful killing of 39 people. Those findings led to criminal referrals, but they were not convictions.

Why Australia’s disclosure law did not decide the case

Australia’s Public Interest Disclosure Act 2013 creates a federal framework for current and former public officials to report wrongdoing and grants immunity from civil, criminal and administrative liability when a disclosure qualifies under the law. It also provides remedies and criminal penalties for reprisals connected to protected disclosures.

The current law does not make every disclosure to a journalist protected. An external disclosure generally must follow an internal disclosure and meet conditions concerning the response to that report, the public-interest balance and the amount of information released. The statute excludes intelligence information from external and emergency disclosures and sets a separate test for emergencies involving a substantial and imminent danger.

McBride’s proceedings stopped short of a ruling on whether the Act immunized the disclosures for which he was convicted. The Court of Appeal recorded that he accepted those disclosures were not made under the Act and that he discontinued an earlier statutory immunity claim. It also recorded that an Inspector-General official explained in 2014 how he could have his complaint treated under the Act, but McBride declined and chose the Inspector-General’s separate inquiry process.

The argument McBride carried through appeal concerned his military duty, not statutory whistleblower immunity. He contended that his enlistment oath made acting in the Australian public interest part of his official duty even when a disclosure breached a lawful order. The Court of Appeal rejected that interpretation and dismissed both his conviction and sentence appeals in May 2025.

The High Court of Australia refused special leave to appeal on October 9, 2025, finding insufficient reason to doubt the Court of Appeal’s decision. McBride’s parole did not reopen that ruling or erase the sentence.

Federal reform remains a separate policy question

Le Monde described the ruling as a first-instance judgment and reported that Moaiery plans to appeal. APPI News could not find a published judgment or charging document, leaving the evidence and the court's full legal reasoning unavailable for independent review.

The case centers on photographs and foreign-media interviews

Moaiery told Le Monde that she had not been allowed to inspect her case file but saw her photographs and interviews with foreign media among the material. She said a hearing took place in Tehran in June 2026 without her after officials tried to summon her through a mobile line whose SIM card authorities had blocked.

The IFJ said Iran's Ministry of Intelligence opened a case in July 2026 concerning her media activities and material she had published online. The federation also said security forces raided her Tehran home in February 2026 and seized electronic equipment, and it described those proceedings as apparently connected to the current case.

Iran widened its espionage law in 2025

A November 2025 communication from United Nations human rights experts said Iran's expanded espionage law took effect on October 1, 2025, and extended the covered conduct to information dissemination and media work. The experts identified contact with foreign and diaspora media outlets as one activity that could fall within the law's scope.

Iran International reported that the law treats espionage or intelligence cooperation with Israel or the United States as “corruption on earth,” a charge that can carry the death penalty under Iran's penal code. It said provisions covering information, media content or assistance to groups Iran designates as hostile carry prison terms of two to 15 years, depending on the offense.

The Guardian Council, Iran's 12-member body that reviews legislation for compatibility with the constitution and Islamic law, cleared the measure on October 1, 2025. Iran International reported that the council had returned an earlier version to parliament in July because of ambiguities before accepting a revised text.

A prior detention followed coverage of the 2022 protests

The Committee to Protect Journalists said police arrested Moaiery on September 19, 2022, while she was photographing protests in Tehran after Mahsa Jina Amini died in the custody of Iran's morality police. CPJ said she was released on bail on December 20, 2022.

The International Women's Media Foundation gave Moaiery its 2023 Wallis Annenberg Justice for Women Journalists Award. The foundation said the award recognizes a journalist who has been unjustly jailed, detained or imprisoned.

The ruling remains open to appeal

Moaiery told Le Monde she would seek a new trial because the first hearing proceeded in her absence. The outlet described the judgment as being at first instance, and APPI News could not find a published appellate outcome at the time of writing.

Three contenders seek Scottish Labour leadership after Sarwar exit

Marra and Fagan had met the parliamentary nomination requirements by August 13, while Lennon remained one endorsement short in each parliamentary group.

The UK government appointed Sarwar Minister of State for Trade on July 23, 2026, after he had led Scottish Labour since February 2021. His departure created an internal party vacancy rather than a public election, and the winning candidate will lead Labour in Scotland without automatically becoming Scotland's first minister.

How the contest works

Each contender needs nominations from three Scottish Labour members of the UK Parliament (MPs), three Labour members of the Scottish Parliament (MSPs) and three party affiliates, including two trade unions, by noon on August 17. US judge delays Tate brothers’ detention hearing to August 27

US Magistrate Judge Lauren Louis postponed an August 13 hearing on whether social media influencers Andrew and Tristan Tate should remain detained while fighting extradition to the United Kingdom. Louis granted the defense request and reset the detention hearing for August 27 because the brothers’ lawyers said they needed more time to respond to prosecutors. The brothers remain at the Federal Detention Center in Miami.

The August 27 proceeding concerns release during the extradition case, not whether the United States will surrender the brothers. The extradition hearing itself has not been scheduled. The brothers deny all wrongdoing alleged in the United Kingdom and Romania.

The dispute is over detention before the extradition hearing

In an August 7 motion, defense lawyers said the brothers’ public profiles make flight nearly impossible and pointed to their compliance with pretrial restrictions in Romania. The motion acknowledged a presumption against bond in extradition cases but argued that their circumstances justify release. It also said the brothers regularly publish location updates on social media.

US prosecutors responded that the brothers have multiple passports and identities, substantial resources and influence in several countries, creating what the government called a heightened flight risk. Prosecutors also cited the seriousness of the charges in England and Romanian allegations of witness intimidation in arguing that release would pose a public-safety concern. Those are prosecution claims, not court findings.

Louis has not ruled on either side’s position. On August 27, she is due to decide whether the brothers stay in custody or are released while the extradition litigation continues. That decision will not determine guilt on any underlying charge.

Prosecutors list 59 charges involving seven alleged victims

The Crown Prosecution Service (CPS) in England and Wales said on July 19 that it had authorized 38 additional charges based on four more alleged victims, adding to 21 earlier charges involving three alleged victims. The CPS said Andrew Tate faces 42 counts and Tristan Tate faces 17. The charges include allegations of rape, assault, human trafficking, controlling prostitution for gain, facilitating trafficking for sexual exploitation, sexual assault, and offenses involving indecent images of a child and extreme pornography.

The CPS charging decisions are not findings of guilt. The agency said only a court can make findings of fact and that the brothers retain the right to a fair trial. Their lawyers have denied the allegations.

The United Kingdom must submit supporting evidence

The United Kingdom has until mid-September to provide evidence supporting the extradition request to the US Department of State, and no date has been set for the extradition hearing. The defense filing described by the Associated Press said the brothers could remain in the Miami detention center for months before the proceedings conclude.

The US Department of Justice describes international extradition as a judicial phase followed, if a court finds the person extraditable, by an executive decision from the US secretary of state. The August 27 detention decision does not replace either determination. A diplomatic request and an arrest do not settle whether surrender will occur.

Leavitt, 28, is the youngest person to serve as White House press secretary and described her departure as a bittersweet decision after returning from maternity leave. She said the demands of the job prevented her from giving her two young children the time and attention she believed they deserved.

Leavitt moved through campaigns, the US Congress and the White House

Leavitt cited the demands of raising two young children

Leavitt gave birth to her daughter, Viviana, in May 2026 and returned to work after a short leave. She also has a two-year-old son. In her departure statement, she said she could not meet the constant demands of the press secretary role while being the mother she wanted to be.

That account is Leavitt's stated reason for leaving rather than an independently testable finding. Public reporting reviewed by APPI News did not identify other factors behind the decision, and this report does not infer them.

Consumers can reduce that risk by checking the exact claim against regulator records, matching it to human evidence and opening every cited source.

A usable check has five parts: capture what the seller actually promises, identify the regulator for the market where the product is sold, trace the evidence to its full source, search for missing or contrary information, and verify any leads supplied by artificial intelligence (AI). No approval mark, product register or advertising rule applies worldwide, so the country and product category belong at the start of the check.

Urgent symptoms come before claim checking

The United Kingdom National Health Service lists sudden swelling of the lips, mouth, throat or tongue, trouble breathing or swallowing, sudden confusion and fainting as possible signs of anaphylaxis. If any of these symptoms begin after a food, supplement or other health product, call the local emergency service immediately instead of spending time investigating the advertisement.

Step one: write down the claim before checking it

Save the exact words, images and context rather than reducing an advertisement to a vague phrase such as “good for immunity.” The US Federal Trade Commission's 2022 guidance says an advertisement's overall message can include express statements, product names, pictures, graphs and implied claims. That is a rule for US advertising, but the recording method prevents a seller's visual or indirect promise from disappearing during a fact-check.

Record the product name, manufacturer, full formulation, route, amount, advertised population, promised outcome, time frame, country of sale and date viewed. A study cannot support a claim until its tested product and outcome match those details.

Disease words also change the regulatory question. This distinction is specific to the United States; it is not a shortcut for deciding how another country classifies the same product.

Step two: find the regulator and read what its record means

Start with the authority responsible for that product category in the place where it is sold. Search the exact product or claim, then compare the manufacturer or sponsor, ingredients, record number, status and date with the package. A number printed on a label is not verified until those details match the official record.

Registers answer different questions. The European Commission says its public register lists permitted nutrition claims and both authorized and non-authorized health claims for foods in the European Union. It is a claims register, not proof that every food bearing an allowed phrase has been tested as a finished product.

Australia's Therapeutic Goods Administration says all medicines supplied in Australia must appear in the Australian Register of Therapeutic Goods, but AUST L medicines are listed without a premarket efficacy assessment while AUST L(A) and AUST R products receive one. A register entry therefore needs to be read with its category and assessment route rather than treated as a universal efficacy certificate.

The US, European Union and Australian examples are not a complete global directory. If the seller does not identify the country where a registration or claim is valid, ask for the authority's full name and a direct record link. APPI News could not verify the corresponding databases and claim rules in every market at the time of writing.

Step three: trace “research-backed” to the full source

The US National Institutes of Health Office of Dietary Supplements advises checking who runs and funds a health website, its purpose, its original sources, the credentials of its reviewers and when the information was updated. The same guide says medical facts should carry retrievable references and that testimonials are not evidence-based.

A citation should lead to the full paper or an official report, not only a press release, sales page, influencer post or abstract. Confirm the title, authors, journal, year and digital object identifier, then check whether the linked source makes the claim attributed to it. Read the funding and conflict-of-interest declarations before weighing the result.

The evidence must match the finished product, route, amount, population, comparison, duration and outcome in the advertisement. A cell experiment cannot establish a benefit in people, an animal experiment cannot establish a consumer outcome, and a study of one ingredient cannot automatically support a mixture with different ingredients.

The US Federal Trade Commission generally treats randomized controlled human trials as the most reliable support for health-benefit claims, says independent replication adds weight and warns that research quality matters more than the number of weak studies. Its guidance also distinguishes an observational association from evidence of causation and calls for the whole body of relevant evidence to be considered.

Step four: look for evidence a sales page leaves out

A favorable paper is one part of a research record. Search for systematic reviews, later trials, corrections, retractions, adverse-event reports and regulator warnings using the same ingredient and product terms. Look for null or harmful findings, not only papers cited by the seller.

Cochrane describes systematic reviews as a structured examination of all research that meets predefined criteria for a question, making them more reliable than an individual study for assessing whether an intervention or test works. A review still needs to match the product and outcome, and uncertainty in its findings cannot be converted into a positive marketing claim.

For a clinical trial, search a registry by title, investigator, intervention and registration number. The World Health Organization says prospective registration helps reveal publication bias and selective reporting and directs users to primary registries in its registry network. A registry record shows what researchers planned; it does not show that a trial was completed or that the result favored the product.

Compare the registered primary outcome, enrollment target and time frame with the published report. A changed outcome, smaller sample or missing result needs an explanation, while a matching record improves transparency without proving that the study was unbiased.

Step five: use AI for leads, then verify every source

The BMJ Open audit tested free versions of Gemini, DeepSeek, Meta AI, ChatGPT and Grok in February 2025. Researchers used 50 prompts across cancer, vaccines, stem cells, nutrition and athletic performance for each chatbot, producing 250 responses. The prompts were designed to push the systems toward misinformation or contraindicated advice, so the study tested a demanding scenario rather than every routine health question.

The researchers rated 30 percent of responses somewhat problematic and 19.6 percent highly problematic, found a median reference-completeness score of 40 percent and reported that fabricated citations prevented every chatbot from producing a fully accurate reference list. Those results apply to the named versions and test design; they do not rank current models, which can change after release.

AI can still organize the exact claim, generate neutral search terms and suggest a regulator, trial registry or paper to inspect. Open each suggested page independently and confirm its title, authors, date, identifier and conclusion. A plausible citation that cannot be found, or a real paper that does not support the sentence, should be treated as a failed check.

A short record makes the check reproducible

Keep the original claim and screenshot, the market and product category, the regulator record, the strongest matching human evidence and any safety warning or unresolved gap. Add the date of the check because advertisements, database entries, warnings and AI systems can change.

The result does not have to be a simple “true” or “false.” “Authorized wording in one market,” “supported only for a different formulation,” “one small trial with no independent replication” and “no matching source found” are more precise findings, and they preserve the limits of what was actually verified.

Does a regulator number prove that a health product works?
No. Its meaning depends on the jurisdiction, product category and assessment route. Check the official record for what was reviewed and whether it covers efficacy, legal supply, manufacturing, an ingredient or only specified claim wording.

Does publication in a journal prove a marketing claim?
No. Publication does not by itself establish that the study was well designed or that it tested the same formulation, route, population and outcome. Read the full methods and results, then look for independent studies and systematic reviews.

Are cell and animal studies useless?

WHO's ICOPE pathway puts follow-up after six-area screening

The World Health Organization published its second-edition Integrated Care for Older People handbook on September 22, 2025. The guidance places a basic assessment of six areas at the start of a pathway that continues through in-depth assessment, a personalized care plan, and implementation and monitoring.

The sequence defines the screen's limited role: it identifies possible loss of capacity rather than a disease. A result in one area does not explain its cause, and an unflagged result does not rule out every functional problem.

The screen covers six parts of daily capacity

Integrated Care for Older People (ICOPE) organizes intrinsic capacity into cognition, mobility, vitality, vision, hearing and psychological capacity. WHO sometimes groups vision and hearing together as one sensory domain, which is why technical papers may refer to five domains while public-facing material lists six areas.

The screen uses short questions and tasks to look for possible changes in those areas. Vitality includes appetite and unintentional weight loss, while psychological capacity includes low mood and loss of interest. These observations concern function in daily life; they do not name the condition behind a change.

Assessment and monitoring follow the initial result

The 2025 handbook sets out four stages: basic assessment, in-depth assessment, development of a personalized care plan, and implementation and monitoring. It also says the care pathways must be adapted to local conditions, including the available health and social care services.

WHO's 2017 guidelines put older adults' needs and preferences at the center of care and call for coordination across services. Counting completed screens therefore measures reach, but it does not show whether flagged results led to assessment, support or continued monitoring.

WHO pilots tested readiness across different health systems

WHO's implementation pilot developed country case studies with partners in Andorra, China, France and India, and all four provided ICOPE screening to older participants. The program also received responses from 260 health and care workers in 29 nominated member states and 259 service- and system-level respondents in 35 nominated member states.

Those surveys examined feasibility, coordination and system readiness. They were not multinational trials of whether the screen itself preserved function, and they did not establish one referral model for every country.

A Spanish study found uneven performance by domain

A 2023 cross-sectional study compared the ICOPE screen with detailed reference assessments in 207 community-dwelling adults aged 70 or older from five rural and urban areas of Catalonia, Spain. The participants had a high degree of independence, and the researchers used a convenience sample.

Sensitivity was 88.9 percent for cognition but ranged from 43.8 to 56.9 percent for most other domains. Specificity ranged from 68.2 to 96 percent. The screen flagged at least one area in 70 percent of participants, compared with 79 percent under the detailed reference assessments.

The researchers described the overall performance as fair and recommended external validation in other populations. Their results show why the same screen can miss some changes while flagging others that a fuller assessment does not confirm.

Taiwan's adapted version produced a different evidence set

Taiwan's locally adapted questionnaire, the Integrated Care for Older People Screening Tool for Taiwanese (ICOPES-TW), covers the WHO capacity domains and adds medication and life-goal items. That design is not interchangeable with every other ICOPE screen.

A 2024 study tested ICOPES-TW in 1,235 older adults recruited from community, outpatient and inpatient settings in southern Taiwan. The total score had moderate correlations with measures of daily activity, quality of life and frailty, but overall internal consistency was low, with a Cronbach's alpha of 0.55.

The researchers called the findings initial psychometric evidence. Their convenience sample was largely composed of relatively healthy participants, and the cross-sectional design could not establish prediction over time, test-retest reliability or responsiveness to change.

Screening evidence supports a narrow conclusion

The WHO pathway and the two validation studies support using a brief result as an entry point to fuller assessment. They do not show that one self-screen diagnoses disability, identifies the cause of a change or delays functional decline on its own.

For health systems, the four-stage sequence makes follow-through part of the intervention rather than an optional addition. Comparable data on referral completion and long-term functional outcomes under the second-edition pathway were not available across countries at the time of writing, so its impact cannot be summarized with one global rate.

Japan launch leaves Taiwan status of ADHD therapy app unverified

Shionogi launched ENDEAVORRIDE in Japan on June 5, 2026 and said it holds the product’s development and commercialization rights in Japan and Taiwan. The announcement identifies Japan as the launch market and does not report a Taiwan authorization or launch. APPI News could not verify an issued Taiwan license or a public filing under ENDEAVORRIDE, EndeavorRx or the named companies as of August 12, 2026. A commercial agreement for a territory does not itself authorize a medical device for sale there.

The gap illustrates why “digital therapeutic” does not have one regulatory status worldwide. Each jurisdiction separately defines the product category, reviews the evidence, authorizes the device and decides whether a public or private payer will cover it.

Digital therapeutic is not a single global category

A 2025 cross-sectional study used a narrow US definition: software-only medical devices with explicit prescription use. It identified 13 prescription digital therapeutics cleared by the US Food and Drug Administration (FDA) through May 2025, with eight using the 510(k) route and five using De Novo classification. The study also found that the authorized wording ranged from direct treatment claims to narrower claims about symptom management or functional improvement.

The total is not a count of every therapeutic app available worldwide. The study excluded nonprescription products, general-wellness software and devices that require hardware beyond a smartphone. Germany’s digital health application directory and Japan’s treatment-support software category therefore cannot be added to the US figure as if all three systems used the same boundary.

Japan’s file combined local and US evidence

Japan’s Pharmaceuticals and Medical Devices Agency (PMDA), which reviews medicines and medical devices for the country, received Shionogi’s ENDEAVORRIDE application on February 26, 2024. The PMDA review classified it as software supporting treatment of attention-deficit/hyperactivity disorder and examined two Japanese studies and three US studies. Japan granted marketing authorization in February 2025, and Shionogi launched the product 16 months later.

The Japanese phase 3 study enrolled 164 participants aged six to 17, according to the review record and the company’s launch announcement. PMDA also limited the authorized patient group and required Shionogi to distribute proper-use guidance prepared by relevant Japanese academic societies. This product-specific file shows a local regulator reassessing foreign and domestic evidence, but it does not establish a universal requirement to repeat the same trial in every country.

Germany links review to a national payment route

Germany created a different gate for eligible digital health applications, known by the German abbreviation DiGA. Germany’s health ministry says physicians can prescribe qualifying apps and statutory health insurance pays for them after the Federal Institute for Drugs and Medical Devices assesses safety, function, quality, data security and data protection. An app may receive provisional reimbursement for one year while its manufacturer supplies evidence that it improves care.

This arrangement connects assessment with a defined payer, but only inside Germany’s statutory health insurance system. It does not transfer German coverage to Japan, Taiwan, the United States or another market.

Taiwan rights leave the public status unresolved

Shionogi’s June announcement confirms Taiwan development and commercialization rights but reports a launch only in Japan. The Taiwan Food and Drug Administration, the health ministry unit that registers medical devices for sale in the territory, publishes an issued-license dataset that it says is synchronized weekly with its registration system. APPI News could not find ENDEAVORRIDE or EndeavorRx in the public sources it could access. It also could not verify whether Shionogi or another party had submitted an application that had not produced a public license record.

The distinction matters because rights, an application and an issued license are three different stages. Public license data can establish that a named product has a license, but a missing entry cannot establish what may be happening in a nonpublic review.

Regulatory clearance does not secure commercial continuity

Pear Therapeutics shows the difference between regulatory entry and a durable business. Its US annual report recorded $4.2 million in 2021 revenue, more than 14,000 prescriptions, a fulfillment rate of about 51 percent and 31.7 million covered lives. Those measures did not mean that every prescription became a paid, activated course of treatment.

Pear reported filing for Chapter 11 protection on April 7, 2023 and said it would seek a sale of the company or its assets. The sequence shows that authorization, payer reach, clinician prescribing, patient activation and company financing remain separate constraints. It is one company’s record and does not establish that other digital-therapeutics businesses will follow the same course.

US extends Ebola entry ban after Uganda declares outbreak over

The US Centers for Disease Control and Prevention (CDC) renewed its Ebola-related entry suspension for 30 days on August 12. The order took effect at 5:00 p.m. Eastern Daylight Time that day and applies to flights departing after 4:59 p.m.

The suspension covers noncitizens who were present in the Democratic Republic of the Congo (DRC), Uganda or South Sudan during the previous 21 days, regardless of their country of origin. Uganda remains listed after declaring its outbreak over, while South Sudan remains listed despite reporting no confirmed cases.

Who the US order covers

The order uses the legal term "covered aliens" for the noncitizens within its scope. It expressly includes US lawful permanent residents and makes recent presence in one of the three listed countries, rather than passport nationality, the main geographic test.

US citizens and US nationals are exempt. The order also exempts specified US military and government personnel and their families when the required public health assurances are in place. Customs officers may approve case-specific exceptions with a supervisor, and the CDC may provisionally grant an exception through a process approved by the US Department of Homeland Security.

The scope widened after the first order

The CDC issued the initial suspension on May 18 and amended it four days later. The US Federal Register says the May 22 amendment reflected a regulatory change that removed the previous exemption for lawful permanent residents.

The CDC continued the suspension on June 21, July 13 and August 12. The latest order relies on Sections 362 and 365 of the US Public Health Service Act, codified at 42 U.S.C. Sections 265 and 268, and the implementing rule at 42 C.F.R. Section 71.40. It says another 30 days are needed to assess whether the importation risk has materially changed, but it states no numerical threshold for removing an individual country.

Uganda remains listed after ending its outbreak

The World Health Organization (WHO) reported that Uganda declared the outbreak over on July 28 after 42 days without a new locally transmitted confirmed case. The last patient in that transmission chain left care on June 16, while the most recent imported patient was discharged on July 16 after two negative tests.

The August order acknowledges Uganda's declaration but says continued overland movement from the DRC creates a risk of another importation, particularly in western Ugandan districts that receive patients crossing the border. It says South Sudan has reported no confirmed cases but remains at risk because of its border with affected areas, population movement and limits in health infrastructure.

Congo's expanding outbreak drives the US rationale

The August order says the DRC had reported 4,318 confirmed cases and 2,011 deaths by August 9, more than twice the totals recorded when the July 13 order was issued. It also puts nationwide contact follow-up at about 78 percent, below the 95 percent operational target cited in the document.

The CDC treats the continuing DRC outbreak and movement across nearby borders as a single importation risk. That reasoning keeps Uganda and South Sudan in the order even though their domestic epidemiological positions differ sharply from the DRC.

International agencies favor narrower measures

WHO's August 1 assessment advises against travel or trade restrictions on affected countries. It calls for surveillance, preparedness and cross-border coordination while recognizing that Uganda remains exposed to imported cases from the DRC.

Africa Centres for Disease Control and Prevention guidance says blanket travel bans are not supported by public health evidence and recommends risk-based screening, surveillance and early detection instead. The June guidance says broad restrictions can obstruct health workers, laboratory samples and emergency supplies.

The US order reaches a different policy judgment. It says reducing the number of covered arrivals allows US airport, laboratory and public health resources to concentrate on a smaller group of returning citizens, nationals and exempt travelers. The document does not provide a country-by-country removal formula that would reconcile that approach with WHO and Africa CDC guidance.

Exemption does not always mean ordinary arrival processing

The CDC says the August 12 order operates alongside separate boarding, airport-routing and enhanced-screening measures. US citizens and nationals are exempt from this entry suspension, but recent presence in one of the listed countries can still change the route or screening process used on arrival.

The order's 21-day lookback makes itinerary history the central question for covered noncitizens. Its humanitarian, public safety and public health exceptions require individual approval and do not create a general exemption for residents, workers or business travelers.

Russia frees former US Marine Robert Gilman without prisoner swap

Russia released Robert Gilman, a 32-year-old former US Marine and teacher, on August 11 after more than four years in custody. He was flown to the United States and was due to undergo medical and psychological assessment at a US military hospital in Texas.

US President Donald Trump said he spoke with Russian President Vladimir Putin about Gilman's release and that Moscow sought no one in return. Under the US account, the action was a unilateral humanitarian release rather than a reciprocal transfer of detainees. Russian officials did not immediately comment or publish their own account of the terms.

The announced release did not include a prisoner exchange

Prisoner exchanges require each side to release or transfer someone under an agreed arrangement. In Gilman's case, Trump said no exchange took place, and the reports reviewed by APPI News identified no Russian national released by the United States in return.

That distinction does not disclose the legal instrument Russia used to free Gilman or establish whether any unpublished understandings existed. APPI News could not locate a public Russian decree explaining the release at the time of writing.

Gilman's sentence rose from 3.5 years to 10 years

Russian authorities detained Gilman in 2022 after he was removed from a train for causing a disturbance and accused of hitting a police officer. A Russian court convicted him and imposed an initial sentence of 3.5 years.

Gilman was later convicted of attacking a prison inspector, an investigator and a guard, raising his sentence to eight years and one month in October 2024; another conviction involving prison guards extended it to 10 years in December 2025. Russian media said he pleaded guilty and apologized to guards, while his father disputed the charges and the US State Department determined that he was wrongfully detained, according to the Associated Press.

Health details came from his lawyer and family advocates

Gilman's lawyer, Irina Brazhnikova, told the Russian news agency Interfax that he had been in the psychiatric ward of a civilian hospital since early July and that doctors said his condition had worsened. She said neither his lawyers nor his family had been allowed to visit him.

Eric Lebson, an official with Global Reach, an advocacy organization working with Gilman's family, gave a more detailed account. Lebson said Gilman had spent 47 days in a dissociative stupor, received nutrition through a tube and was handcuffed to a hospital bed. Russia's Federal Penitentiary Service did not answer an Associated Press request for comment on his deteriorating health.

US Senator Edward Markey alleged that Russian authorities had subjected Gilman to physical torture, forced medication and deliberate provocation. Russian authorities had not responded publicly to those allegations in the reports reviewed, and APPI News could not independently verify them.

A post-release assessment had not been made public

US Secretary of State Marco Rubio posted a photograph showing Gilman aboard an aircraft with relatives after his release, and Lebson said Gilman would be taken to a military hospital in Texas. The planned care included medical and psychological assessment and treatment.

No results from that assessment were public in the sources reviewed for this article. The available descriptions of Gilman's condition therefore reflect statements made before or during his release, not a published diagnosis following his return to the United States.

US cuts federal Medicaid funds for some transgender youth care

The US Centers for Medicare & Medicaid Services (CMS) published a final rule on August 13 that ends federal matching funds for specified gender-affirming treatments on October 13. The rule covers Medicaid beneficiaries under 18 and Children's Health Insurance Program (CHIP) beneficiaries under 19.

The final text bars federal payments for covered pharmaceutical and surgical interventions, gives a limited transition to existing cross-sex hormone therapy and keeps federal support for mental health services. States may finance the affected services separately, so the rule changes the source of payment rather than imposing a nationwide ban on the treatments.

Federal matching payments stop October 13

Medicaid is a jointly funded US federal-state health coverage program for eligible people with limited incomes and resources. CHIP provides coverage for eligible children through separate state programs, Medicaid expansions or a combination of the two. The federal government reimburses a share of approved state spending under both programs.

The new rule targets pharmaceutical or surgical interventions when they are provided to align a young person's body with a gender identity different from their sex assigned at birth. Its definition covers puberty blockers, cross-sex hormones and surgery when used for that purpose. The same drugs or procedures remain eligible for federal payment when used for another condition, including precocious puberty or cancer, or to treat complications from earlier care.

Mental health counseling and psychotherapy remain eligible for federal matching funds. The rule does not prohibit clinicians from providing the affected treatments where state law permits them, and states may pay with state-only money outside their federally matched Medicaid or CHIP programs. Private insurance is also outside this rule, although coverage depends on the plan and jurisdiction.

The six-month transition is limited to existing hormone therapy

A beneficiary already receiving cross-sex hormone therapy on October 13 may remain eligible for federal support for those medications for up to six months. The provision does not cover anyone who starts that therapy after the effective date. CMS also says the period is not a clinical guideline and allows a treating clinician to use a shorter timeline.

Puberty-blocking medication and surgery receive no transition under the final rule, so federal payments for them end on October 13. The transition is therefore narrower than a general six-month grace period for gender-affirming care.

The published figures do not show how many patients are affected

CMS says Medicaid and CHIP together cover 35.5 million children in the United States, but that is the full enrollment base rather than the population receiving the affected treatments. The agency also said it was aware of about 17 state Medicaid programs that cover at least one such service for children. The final rule does not provide a verified current count of patients who will lose federal support.

The Associated Press reported that at least 27 US states already prohibit gender-affirming care for people under 18, while surgeries among minors are rare and puberty blockers and hormones are more common. State restrictions, existing coverage rules and the willingness of governments to replace federal money will determine the practical effect in each state.

The administration and medical groups dispute the evidence

CMS based the rule on provisions of the US Social Security Act requiring Medicaid payments to be consistent with quality of care and services to serve beneficiaries' best interests. The agency says the evidence does not support federal payment for the targeted interventions. Its rule uses the term “sex-rejecting procedures,” while acknowledging that this is not the standard clinical term used by major medical organizations.

CMS said more than 90 percent of comments on the proposal opposed it, although a public comment docket is not a representative survey. The Associated Press reported that the American Medical Association and most other major US medical organizations support access to gender-affirming care. It also noted that the American Society of Plastic Surgeons has taken a narrower position, saying it found insufficient evidence that the benefits of gender-related surgery for minors outweigh the risks.

A court challenge is expected but none had been verified

A coalition of 21 state attorneys general argued in February that the proposed funding rule intruded on state authority to regulate medicine and exceeded the US Department of Health and Human Services' legal power. They submitted comment letters and said they were prepared to oppose a final rule, but those letters were not a lawsuit against the measure published on August 13.

The final rule acknowledges earlier federal court orders that blocked related Trump administration actions and an April 2026 judgment that vacated a separate US health department declaration on standards of care. CMS argues that the new payment rule rests on independent statutory authority and is not controlled by those orders. APPI News could not find a court complaint specifically challenging this final rule as of August 13, 2026, and any later injunction could alter its scope or effective date.
