ITU-T Recommendation D.262 defines an over-the-top (OTT) application as one accessed and delivered over the public internet that may technically or functionally substitute for a traditional international telecommunications service, while noting that national definitions can differ. For audiovisual services, this report uses OTT to describe a delivery route rather than a universal legal category.

HTTP Live Streaming (HLS) and Dynamic Adaptive Streaming over HTTP (MPEG-DASH) can divide media into segments and offer several encoded versions, allowing a player to change quality during playback. Licensing, account conditions, device support, privacy terms and network performance remain separate constraints.

OTT is a route, while live and on-demand describe timing

Live, video on demand (VOD) and streaming answer different questions. Live identifies a scheduled transmission, VOD lets the viewer choose when playback starts, and streaming describes media delivery that occurs during playback.

Apple says HLS carries both live and on-demand audio and video over ordinary web servers and content delivery networks, and can adjust playback to available connection speed. A scheduled sports feed can therefore be both an OTT service and a live stream, while an episode catalog can be both OTT and on demand.

The screen does not settle the category. A smart television, phone or set-top box can run an internet-delivered application, while the same device may also receive a provider-managed television service.

Managed IPTV follows a broader service architecture

OTT video and Internet Protocol Television (IPTV) both use the Internet Protocol, but the service models are not interchangeable. The ITU IPTV Green Book groups IPTV requirements across service offerings, charging, network quality, traffic management, security, terminals, middleware and content.

The phrase “internet television” therefore gives too little information to classify a service. A provider-controlled access network, provisioned terminal and managed service functions point to an IPTV architecture, while an application reached over the public internet fits the ITU's OTT working definition; a provider can also combine elements of both.

MDN Web Docs describes HLS and MPEG-DASH as two common adaptive formats that split media into segments, prepare several quality levels and use a playlist or manifest to locate them. The server prepares those alternatives before the player decides which representation to request.

Internet Engineering Task Force RFC 8216 says an HLS media playlist lists media segments, while a master playlist can identify variant streams with different encodings and allow a client to switch among them. The RFC leaves the switching algorithm outside the protocol, so two players do not have to react identically to the same conditions.

A temporary reduction in resolution is consistent with a player selecting a lower-bandwidth variant, but it does not prove that the household connection caused the change. Throughput, latency, buffer state, device decoding, player logic and the delivery network can all affect the result, and the viewer normally sees the symptom rather than the deciding input.

Encryption, authorization and distribution rights are separate

The World Wide Web Consortium's Encrypted Media Extensions recommendation provides a browser interface for encrypted media but does not define a digital rights management system, and it leaves authentication and authorization to the application. Transporting segments, decrypting protected content and deciding whether an account may play a title are separate operations.

A valid playlist can exist even when a service denies playback because of an account condition, territorial license or unsupported content-protection system. Conversely, a no-charge official stream can be authorized without a paid subscription, so price alone does not establish copyright status.

The World Intellectual Property Organization says protected works generally require authorization before use, unless a license or an exception under national law permits that use. Access to an OTT stream does not by itself create a universal right to retransmit it or display it outside the uses covered by the service and applicable law.

APPI News' review of official live television sources found that free feeds can be worldwide, country-limited or confined to a broadcaster's local service area. Those differences arise from published access and rights conditions, not from whether the video uses adaptive streaming.

Privacy review starts with data, purposes and controls

The Organisation for Economic Co-operation and Development (OECD) lists eight privacy principles: collection limitation, data quality, purpose specification, use limitation, security safeguards, openness, individual participation and accountability. The principles provide a cross-border framework, but they do not replace the law that applies to a particular service or user.

Netflix tells account owners that their available information can include contact and plan details, payment records, profile settings, content interaction history and devices active on the account. That is one provider's published list, not evidence that every streaming service collects the same fields or offers the same controls.

A comparison needs to separate data required for billing and delivery from data used for recommendations, advertising or measurement. It also needs the provider's current retention, sharing and account-control terms, because a feature name does not reveal those practices.

A service comparison needs evidence for each layer

A platform label cannot answer every question about a streaming offer. Distribution evidence covers the public or managed network path, supported devices and technical formats; access evidence covers countries, catalogs, account limits and subscription tiers.

Rights and privacy require their own documents. The current license and service terms describe permitted access, while the privacy notice describes data categories, purposes, sharing and available controls.

APPI News could not find a current international dataset covering every OTT provider's formats, data collection, territorial catalogs and regulatory classification. This report therefore explains the layers and cited examples rather than ranking platforms or claiming a market-wide practice.
